The standards already reviewed also provide guarantees for companies to remain competitive. Customers can ask to verify that they live or have "stable" links with a specific country so that the “Roaming like at home ”be included in your contract. In case of excessive roaming it is established that a warning message and / or extra charging charge be sent.

If, during a period of 4 months, the billing data suggests that a consumer has spent more time abroad than at home and consumes more data while traveling in the European Union than in his country, the operator can send a warning message . This message would warn consumers indicating that they would have two weeks to inform their operator about their actual situation or to change their travel patterns or use of fares. Only a small billing charge could be applied in this case.

The proposed surcharges for customers that exceed reasonable use are € 0.04 / minute per call; € 0.01 per text message and € 0.0085 per MB in the case of data. The bill has already been sent to the representatives of each member state of the European Union, who will meet on December 12 to vote on the text. Subsequently, the European Commission may adopt the rules.
